INTRODUCTION

Overview of Vietnam Television Training Centre

Official name in English: Vietnam Television Training Centre – VTVTC

Vietnam Television Training Centre (VTV Training Centre) has the separate seal and transaction account.

VTV Training Centre used to be Vietnam Training Centre for Radio and Television, a subordinate unit to the Broadcasting Administration. It was established according to the Decision No 256/TC-QĐ of Ministry of Culture, Information, Sports and Tourism dated February06th 1991. In September24th 1991, the Ministry of Culture, Information and Sports issued the Decision No1526/TC-QĐ on assigning Broadcasting Training Centre to become a subordinate unit to the Ministry of Culture, Information and Sports. Pursuant to the Decision No 13/QĐ-THVN dated January10th 1994, Vietnam Training Centre for Radio and Television was assigned to be a subordinate unit to Vietnam Television.

According to Decree 96/2003/NĐ-CP dated August20th 2003 of the Government on the functions, tasks, authority, organization structure of Vietnam Television, the Broadcasting Training Centre was renamed as Vietnam Television Training Centre.

The functions, tasks and theorganization structure:

According to Decree 18/2008/NĐ-CP dated February02nd 2008 of the Government on the functions, tasks and organization structure of Vietnam Television, on September 03rd2008, President of Vietnam Television issued the Decision No 1118/QĐ-THVN on the functions, tasks and organization structure of VTV Training Centre.

-         Functions: Functioning as an organization of Vietnam Television in charge of training activities, VTV Training Centre provides wide range of training programs for the staff of Vietnam Television in particular and the nation-wide TV system in general under the direction of VTV President.

 -         Tasks: Building and implementing the long term plans, annual plans including the plans of improving, retraining for staff of nation-wide television stations.

+ Coordinating with the relevant units to enhance the international relation in terms of training, scientific research, programme co-production with other organizations, individuals within the region and in the world in accordance with the present regulations of Government and Vietnam Television.

+ Organising the teaching staff and collaborators to serve the compilation of textbook and the syllabus according to the contents approved by President.

+ Compiling, printing the documents, textbook, scientific research project in order to facilitate the research activities in terms of training of VTV Training Centre.

+ Managing directly the outputs of scientific research projects to serve the training activities of VTV Training Centre.

+ Organising the cooperation and association in terms of training and other services under the assignment of the Vietnam Television leaders, gradually implementing the finance autonomy and submitting for President’s approval on revenues and expenditures.

+ Compiling the specific tasks, regulations, working manners, the cooperation framework between VTV Training Centre and other subordinate units of Vietnam Television; submitting for President’s approval.

+ Coordinating with Personnel Department to build the plan on training, retraining and capacity building for officers, officials, employees to meet the work demands.

+ Managing personnel, finance, properties of the VTV Training Centre pursuant to the regulations of Vietnam Television in terms of decentralisation.

    Total number of employees: 42 persons including 39 officers, officials, workers (with long-term labour contracts) and 03 workers with short-term labour contracts.

      The significant events represent the development of VTV Training Center:
  • -         Year 2005: VTV Training Centre was awarded “The Third ClassLabour Order” (according to the Decision No 122/2006/QĐ-CTN of State President dated January 19th 2006 on awarding the Labour Order).

    -         Year 2006: VTV Training Centre was awarded “The Excellence Labour Collective” (according to the Decision No 256/QĐ-THVN of Vietnam TelevisionPresident dated Febuary 02nd 2007 on recognizing the title “The Excellence Labour Collective of the year 2006”)

    -         Year 2008: VTV Training Centre was awarded “The certificate of merit from Vietnam TelevisionPresident”;

    (according to the Decision No 55/QĐ-THVN of Vietnam TelevisionPresident dated January 13th 2009 on awarding the certificate of merit to the collectives achieved good performance in the year 2008)

    -         Year 2009: VTV Training Centre awarded “The certificate of merit from Vietnam TelevisionPresident”.

    (according to the Decision No 108/QĐ-THVNof Vietnam TelevisionPresident dated January 29th 2010 on awardingthe certificate of merit to the collectives achieved good performance in the year 2009)

    VTV Training Centre was assigned a task of training, enhancing the skills for officers, officials of Vietnam Television and other provincial Radio – Television Stations. On average, each year VTV Training Centre organizes from40 to 50 training courses for over 1.000 participants. The training courses focus on the most important areas of the television industry, for example, directing programme, programme hosting,, camerawork, audio engineering, lighting, video editing, computer graphics, transmission, leadership and management skills in terms of finance, personnel and State management, etc.

    -         From 1991 to 2001: On average, each year VTV Training Centre organized 20 training courses for staff of VTV and provincial television stations. Annually, VTV Training Centre coordinated with some international organizations such as ABU, AIBD, DW, JICA to organize the training courses on television and radio for over 400 participants.

    -         From 2002 to 2007: Each year VTV Training Centre organized 40 training courses for approximately 800 participants. The trainers were experts with profound expertise in the television industry (including national and international trainers, for example JICA (Japan), AIBD, DW, ABU, THOMSON REUTERS…)

    -         From 2008 to 2011: Each year VTV Training Centre conducted 45 training activities with total number of over 1,000 participants. (Including national and international trainers, for example, AIBD, DW, ABU, THOMSON REUTERS, CFI…)

    To promote the achievements gained in many years, VTV Training Centre regularly met the target plans which Vietnam Television President assigned. Besides, VTV Training Centre exchanges  information with other relevant units on regular basis in order to coordinate the urgent and immediate courses in accordance with the requirements and targets of each Vietnam Television’s development stage.

    VTV Training Centre organized many courses on politics, ideological activities and the basic journalism genres in television for the participants who are Vietnam Television’s new staff. In order to facilitate EURO 2008, VTV Training Centre organized the pronunciation practice courses of Italian, Spanish and Chinese for the commentators, sports programme presenters.

    VTV Training Centre took part in the co-organization of the course on “In–service university Decree in Directing, Script Writing and Camerawork , Academic year 2008-2009”. This is an in-service training association activity between the Army Culture – Art University and Vietnam Television.

    Besides, VTV Training Centre conducted the courses on programme production, camerawork, video switching, and especially sports programme production to facilitate the 25thSeagames for over 147 participants of Lao National Television. The leaders and the participants of Lao National Television highly appreciated the results of training courses as well as the experiences gained during the on-the-job training in Vietnam.

    VTV Training Centre had closely coordinated with other subordinate units of Vietnam Television, for example, International Cooperation Department; Sports, Entertainment and Economic Information Department; Planning and Finance Department…to implement the project on “Human resources development for the cause of the3rd AI Games”. According to the assessment of trainees and relevant department leaders, this project was effectively contributed to the success of Vietnam Television as the host broadcaster in particular, as well as the overall success of the AI Games in general.

    Besides, the training courses on personnel management, Party activities, Trade Union, Communist Youth Union which are organized by the VTV Training Centre also makes a significant contribution to the human resourses development in terms of professional skills and political awareness for Vietnam Television employees. The quality of these training courses are appreciated to meet the requirements of participants, programme production departments and relevant units in each development stage of Vietnam Television.
